Unlocking iPhone 6

I recently purchased a mint condition used iPhone 6 64gb for a great price, but the phone is locked to Rogers.  The previous owner bought out the plan, so I know the phone is not still on lease.  I was researching how to unlock a phone from Rogers, and I found this site, but $94 is way too much.  https://iphoneimei.net/unlock-iphone/unlock-rogers-iphone-by-imei

Is there a way to clear the IMEI without spending so much?  Do I have to do this?  Can I just put a new SIM card into the phone and hope it works?
