These are what I use for listening to music at work. Honestly best price/performance Ive ever had. They also stay in ears perfect during downhill/uphill mountain biking/ jogging/ etc...

 

AND you could probably buy 2-3-4 of these for the price of 1 other marketed "best sounding" ear buds.

Urban Ears I bought from Winners department store are great. I tend to spend $10 on good ear buds.

I really can't fault 64Audio's IEMs, but without a budget I'll assume you'd like to stay in the double digit range. 

 

Bose SoundSport perhaps?  I have an old Soundtrue set (which looks exactly like the current SoundSport) and while it offers no isolation from the outside world whatsoever, the sound quality is quite good. 

 

Or do you really mean "earbuds" (as in "no part of the headphone enters the ear canal")?  In that case the VE Monk+ and VE Asura 2.0 would be worth looking at.
