GTX 1080 neither CPU nor GPU at 100%

yeah i have vsync.  I can't even hit 60 though.

This is a new issue, I was fine this morning.

Turnig off vsync fixed it.  Idk why, but it did. thanks.

xD I have no idea why but I'm actually physically laughing out loud right now.
