low gpu/cpu usage in dota 2, low fps in menus and dips in-game

i've been away from dota for a while (havnt played since the new monkey king patch), and now that it finally supports 21:9 i wanted to get into it again, but i'm getting really terrible FPS in the menu (15-20) and the game starts out laggy, eventually sticks to 60 fps, but i feel some dips to 30... this really shouldnt be happening on my gtx 970 with an i7 4790k >_>

 

but when i look at msi afterburner i can see gpu usage is in the low 10s and cpu barely moves at all.

 

any idea what happend in the latest patch? i got a message about disableing xbox dvr, but that's been off for a while....
