Would I see a large temperature decrease?

I'm going to be getting a Cooler Master Hyper 612 Ver2 and I was wondering if I'd see a significant decrease in temperatures using the 2400RPM fan off my old AIO (Seidon 120V) instead of the stock 1300RPM fan? (specifically with overclocking my i7 4790K using 6.5W/(mK) thermal compound).

There are 3 basic types of fans.
1. High CFM. These are typically case fans, their blades are designed and pitched to move a lot of air, usually very low static pressure. Usually 9+ thin blades.
2. Average fan. These fans move less air than a High CFM, however, have higher static pressure. Usually 7-9 mid sized blades.
3. High Static Pressure. These fans are typically radiator cooling fans, and their blades are designed and pitched specifically to push a limited amount of air with more force. Usually 5-7 very wide, cup shaped blades.

This is the way the blades are on both fans:

The 1300RPM fan has up to 44.2CFM with 0.6-1.6mm H2O , and the 2400RPM fan has up to 86.15 CFM with 4.16 mm H2O

More CFM and a higer static pressure.  Yes you will see a decrease in temps; how large of a decrease? Dunno
