PC doesn't shut down

Hello everyone,

Last night i tried to turn off my pc. After I clicked "power" > "shut down" the light blue shutting down screen appeared, the monitor went black and the keyboard LED went off. For now everything is normal but after a second the LED and the monitor turned on and the latter showed the desktop and half of the icons in the right side of the menu bar loaded.

I tried to shut it down with Alt+F4 or by pressing the start button but nothing, the only way I managed to shut it down was by long pressing the start button.

Now it shuts down properly so I only want to know why it happened and what caused it.

it is maybe the last resort but i had the same issue, i had to reinstall windows to fix my issue
