Can cheap usb cables cause interference?

I have a presonus audiobox usb that I use as my interface/dac that plugs in through a standard usb type b cable and I've been noticing that there's quite a bit of electronic interference. I used to have this issue with my monitors but that was because I was using unbalanced cables and now it's a lot quieter, but there is still a faint sound when you put your ear up to it. i also recenty got new headphones with a lot of noise isolation and the interference on them is driving me insane. It's not noticeable if you have some audio playing but when it's silent and I have the headphones on it's very obvious. I would imagine that presonus wouldn't sell an interface with this big of an issue so I doubt the source is from the interface, so that leaves just the usb cable. Is it possible to have interference brought in through a usb cable, or is it really an issue with the interface?

It is entirely possible, whether it is the cause or not is unclear. I'd try it with a different USB cable but wouldn't be surprised if there was no difference. 

just tried another one, same issue, they might both not have shielding though, what else do you think could be the cause?

I've never used anything more than £30 headphones with the internal sound card before so I don't really know how any of that stuff works sorry. I'd try the headphones with a different device, see if you get the same interference. Could be something with the noise cancellation I guess?

I've tried it with my phone and there's no interference, and there's no noise cancellation it's just good padding and blocks a lot of outside sounds. I'm not using the internal sound card, I'm using an external one.
