GPU usage at 100% on idle

It works fine. My mobo has one 16 pcie only

Only conclusion I can make then is that there's a problem with the sensors that record usage, voltage and the like, which is very odd I have to say, or that it's a software issue. If there's no change after reinstalling drivers and OS then if it's a new card I'd complain and get it replaced. Otherwise I guess you're just stuck with it, which given it works as expected isn't too huge of a problem.

So Sysinternal report really low GPU usage. However other 3 programs show usage at 100%. On true idle with low usage temps are around ~50 ish.

I also ran Furmark for few seconds to test, temps then begin to rise to 80-82 degrees (which is normal)

 

Right now you can see it's around 65. Temps barely change. 

 

Will see if this is AMD display driver issue later. Problem fixes when I restart my PC but will reoccur again randomly. Not interested in reinstalling Windows again. Windows update is disabled (Win10) so running on the original version/build of Win10 that came with. (which is 10582.164 version 1511). Any other info is already in the screenshot.

Not really worried. Fan speed at 34% isn't loud for me at all as I have stock cooler running as well.

I assume you've tried the standard 'turn it off and on again' scheme. Missed that sentence.... Have you tried a different pci-e slot? And how does it handle any kind of load like a game? Do you get the FPS you'd expect? Might just be reporting incorrectly but is actually working correctly

Fan spins. I can hear it . It is reporting correctly at least for fan speed
