System to run ~13-14 virtual machines

For monitors, it sounds like for work/basic production so something like the IPS spec seems out of the view/scope. 

 

For that many VMs I would definatley recommend going with some kind of Xeon or two.

sure, you can run all 14 on a dual core if you actually want it, but it will be a shit show

 

for something to be actually usable you need to at least assign a core to each VM

Not too sure what I'd need for each one my guess is 1-2 gb but I'm not v sure. It's literally just web browsing on pages that aren't too demanding

Really? Interesting. I was figuring with that many VMs and checking on them would require somewhat of a needed heavier than integrated GPU power.

Your not gonna be cpu limited here, you going to be ram limited.

 

Your best buy is something like a used dell t7800. For a about 800 your getting a dual lga 2011 workstation with 16 dimms.

Then they will have less time on the cpu.

 

For this use a quad core will be fine, the vm's won't be using much cpu.

Mind me asking why you are about to drop 1600 pounds for web browsing? I'm genuinely curious lol and maybe you'll give me an idea for a future "server-esque" project.

so 14 systems at 2-4 gb each(the minnium) would be about 28-56gb. Id go 32gb minnium, 64 would be nice.

I guess I'm more or less curious why the web pages all need to be opened on separate VM's. What is stopping you from opening 14 web pages on a single computer? @Bradderz_

what system do you have now? Install kvm or hyper-v and see how many you can fire up.
