Would it be smart to buy a used SSD? I know it will have a lower number of read and write cycles, as well as reliability. But, I only plan to install programs, my OS, and Steam games on the SSD. So, I won't be losing any family photos or documents that will be stored on my hard drive (if the SSD dies).

I'd never risk buying refurbished SSDs of ebay, they can be totally fucked and die on you within a few months if you are unlucky.
