Unless your FX-6300 is highly overclocked or you aren't playing that intensive of games, I would say it is bottlenecking. Hell, my 6600K bottlenecked my GTX 1070 until I overclocked it to 4.6GHz. I would definitely say go with at least an i5 or a ryzen cpu.

Sounds like you need to update your AMD drivers. There is absolutely no reason you should be getting 40 fps on GTA with that card.

 

 

EDIT:

 

Also, use MSI Command center to automatically overclock your CPU. Anything over 4.0 you'll need a Watercooler because that chip gets pretty hot.
