Ram not working properly

I have a Intel xeon x5675, and a msi x58a-gd45 motherboard. When I put 16GB of ram in it windows, and the system information screen in the bios only displays 10GB. But when I go to the ram tab in the bios it shows all 16GB, and CPUz shows 16GB. But windows, and windows programs only detect 10GB? I am using 4 crucial 2GB stick, and 2 4GB rip jaw sticks (ddr3).

 

Any thoughts?
