1. how do i set a working hardrive to take all of my downloads, 2 i hear my other hardrive spinning but cant find it is it broke?

point your downloads folder to that drive and download everything to the downloads folder

1) Plug it in, you're using it as a download and not an OS so there's no additional steps. If it is an external just plug it in through USB 3.0. If it is internal, simply plug the SATA and power cable in and it will recognize it. Depending on which browser you're using, go to settings and find the download section and change the directory.

2) If it's spinning its fine, hard drives are disks so they are always spinning. Other sounds such as whining and buzzing could potentially mean a hardware failure.

If the drive is new then open your start menu and type in the search bar "partition" and click on "create and format hard disk partitions" then right click the drive and make a new partition.
