1) Plug it in, you're using it as a download and not an OS so there's no additional steps. If it is an external just plug it in through USB 3.0. If it is internal, simply plug the SATA and power cable in and it will recognize it. Depending on which browser you're using, go to settings and find the download section and change the directory.

2) If it's spinning its fine, hard drives are disks so they are always spinning. Other sounds such as whining and buzzing could potentially mean a hardware failure.

If the drive is new then open your start menu and type in the search bar "partition" and click on "create and format hard disk partitions" then right click the drive and make a new partition.
