Screen glitch windows 10

My mother has a 4 year old windows inspirion laptop and bought windows 10 and it has this wierd screen glitch where it's all lines and wavy and black and white wit a few yellow lines wtf is going on

What is the exact model of Dell Inspiron laptop she has? Alternatively, you can provide the Express Service Tag or Code from the sticker on the bottom of the laptop and I'll use it to see exactly how old the laptop is and if it's supposed to run Windows 10 or not.
