GPU being underused?

Hello I'm here in need of help.

A few weeks ago when I first bought my GTX 1060, I was getting around 120-150 fps on ultra settings (100% render scale) in Overwatch. I checked the GPU usage and it was at 99% usage

But now I can barely hit above 100 and my GPU usage never saw to be above 50% constantly.

I tried bumping up some settings (150% render scale even) and it still hovered over 30-40% (Using Afterburner). What seems to be the the problem?

I'm using a:

i5 2500

8GB RAM

GTX 1060

Win 10 Pro 

Latest Stable Nvidia driver

CPU: Ryzen 7 3700X @4.3Ghz All-Core with Stock Cooler

Motherboard: Asrock X570 Phantom Gaming 4

RAM: Patriot Viper 32GB DDR4 RAM @3000Mhz

GPU: MSI Ventus RTX 2080 Super 8GB

PSU: Corsair RM750X 80+ Gold Fully Modular

Storage 1: Phison 500 GB NVME SSD

Storage 2: WD Blue 1TB NVME SSD

Case: Inwin 146 ATX Case

 

Peripherals

 

Mouse: Logitech G Pro X Superlight

Keyboard: Razer Huntsman Tournament Edition

Headset: Drop x Sennheiser PC38x

Monitor 1: LG 27GL850-B 1440p @144hz Nano-IPS Monitor

Monitor 2: Asus VG248Q 1080p @144hz Gaming Monitor

Monitor 3: Asus VG259Q 1080p @144hz IPS Gaming Monitor

60 deg Celsius at that load. If used to 99% (Main Menu seems to exhibit this behavior), goes up to 70 C

What frequency is the GPU running at? (and CPU, while I'm asking :p) I had this weird issue long ago with my 550Ti where it would underclock to something like 400MHz (rip framerate).

 

edit: re-reading your question I find my experience is irrelevant - still could be cpu frequency though

My CPU is running at 4.2Ghz boost actually. Most of the time the CPU tops off (could be a sign of slight bottleneck), but it never occurred the first 2 weeks since I purchased the GPU.

2) could be power settings ?

3) what is your PSU ?

1. I don't have AAA titles (Poor af). League runs a-okay

2. I checked the GPU clock it's at the correct setting

3. Thermaltake Smart 630 80+ Bronze. Both 6 pin connections work just fine.

That power supply could probably do with replacing.

Judge a product on its own merits AND the company that made it.
