Honestly, not really.

 

There are many programs that will trim background tasks, attempt to save memory, ect... 

None of that really matters if you've got compatibility issues, out of date drivers, or way too many programs running to begin with.

 

There's no blanket fix to throw on every computer that will undoubtedly speed it up.

 

The best thing you can do is learn to regulate which programs and services you have running at any one point in time by using the services dashboard in windows, and msconfig to manage startup items.

 

Keep drivers up to date, remove unneeded programs, install and run a decent anti-virus, ensure that no vital windows components are corrupted, defrag your HDD... Just regular maintenance stuff.

 

I'd also like to add that most tricks or tweaks you'll find in regards to windows will always come at some cost. Decreasing resolution timers increases power consumption and heat, disabling services disables that functionality, disabling safety features reduces safety, ect. While some things do come with a performance benefit, I'd advise you to weigh the pros against the cons. 1 fps isn't worth potentially having to reinstall your entire OS again.
