CPU Fan controlling

Hello I recently installed a Corsair fan from an h100i onto a single fan radiator( Not sure on the brand, believe it's anstek) The only problem is, ever since i've installed it the RPM ranges from 1800-2200 and it's so loud from what i'm used to. I was wondering how I could lower the rpm, I tried speedfan but it didnt seem to change at all, I set it to standard on my bios, it also didnt change at all. Also I forgot to mention it changes rpm often and you can hear the sound difference. (Pics provided down below after alt-tabbing out of csgo)

It connects into a 4 pin header

Might be able to control it in your bios, otherwise just potentially replace it with a fractal Venturi HP 14 fan, it's a 140mm Fan that can fit into 120mm fan slots
