Rocket League servers are absolutely trash at the moment. He might have been using some of the fps-drop-boosts like Proton and those (google which if you don't know already). But yeah, he's probably been unlucky with servers.

I'd ask that he checks what is running in his systray (near the clock bottom right) when on the desktop, and close anything that is not 100% needed.  

 

Next restart the machine, often users tend to leave them running for ages and this can help in some situations.

 

Next, to offer more detailed help we would need to know his system specs, 

PC - NZXT H510 Elite, Ryzen 5600, 16GB DDR3200 2x8GB, EVGA 3070 FTW3 Ultra, Asus VG278HQ 165hz,

 

Mac - 1.4ghz i5, 4GB DDR3 1600mhz, Intel HD 5000.  x2

 

Endlessly wishing for a BBQ in space.
