What is the best 3d design software that is available?

Solid works is probably the best, but it is expensive and designed for proffesionals. Inventor has a student version, but is also designed for professionals. Sketchup is not very powerful, but it is very easy to learn and use. If you are just getting in to this, i suggest sketchup as its free and easy.

Yeah Sketchup to start, then Inventor when you want to get really advanced (not Solidworks, just because Inventor is free for students). 3d printers generally are able to print any 3d model, regardless of where it's made.

I'd also suggest Meshmixer just for a more "modelling" approach.
