What about the software that comes with mostly all scopes?

its an old scope on loan and the software that comes with it is pretty much useless just a glorified screen capture (snapshot. its not even continues)

Maybe use this: http://www.tek.com/oscilloscope/tds7054-software/tektronix-windows-oscilloscope-wfm-converter? And then process it in something like Matlab?

i can save the file as a csv file and i have converted it in the scope itself. what is matlab? do you have any experiance with it? i only need to do this once so i dont want to have to learn an entire new software package

If you are only going to do this one time, then you might as well do it by hand. Otherwise, get the CSV file and write a python or C# script to process it. Or just plain and straight plug the values into excel.
