So my USB flash has an improper file system format (FAT32 on a 64 GB drive... not good) attempting to format outputs the message "Format could not be completed" in windows this is also the case in Linux as well, Attached is le gif showing my futile attempt plz any help is appreciated

Have you tried unchecking "quick format"?

 

I tend to use SD Formatter for formatting troublesome drives. It tends to work well for me. 

 

If that doesn't work, you can try diskpart through CMD (run as admin).
