Fan wont spin down

So lately one of my 4 fans has failed to spin down. when i boot up my computer in the morning it runs at 1800RPM whilst the others run at 1300RPM. I have it set to the silent profile in my UEFI but it does nothing.

 

Please help.

 

PS. it is a CoolerMaster sickleflow RED 120mm
