The heat sink is most likely just dirty, give it a good cleaning.

Use compressed air to remove any dust that could be clogging the fans.

Check your case airflow, make sure there's adequate intake and exhaust fans.

 

Also give your gpu a good dusting with some compressed air, while you're at it give your case a cleaning too.

 

And if neither solution improves the temps much, replace your GPU thermal paste
