Computer slows down during game loading screens

Hi so ever since i reinstalled windows due to windows hanging during boot and i had no time to troubleshoot it and a clean install would just be faster.

Anyway when ever i load in to any game and i have a Twitch stream or YouTube video playing on another screen.

The video and audio slows down along with everything else on my pc but once i'm past the loading screen everything runs fine.

And i have no problems at all except said slow downs and i have no idea whats causing it and its driving me nuts.

This did not happen pre windows re installation.
