Stuttering/game crashing

256gb Corsair SSD

Windows 10 64 bit

 

Ever since I got this PC I have experienced major stuttering on CSGO, GTA V and Overwatch. I have no idea why. The stuttering lasts for about 5 seconds, and during that time its like my PC is disabled. I can not alt+tab, control+alt+delete I can't do anything. I can not get a recording because OBS records with extreme lag even though I am getting around 200fps on CSGO and 60 on GTA.

update all drivers? 

delete all unnecessary background program

use hw monitor to see the usage

Done all that, also factory reseted twice

everything works without recording software? 

use shadowplay for recording

Same problems without recording software, and I cant get shadow play working
