please look at the Bus interface. 
It is said it support PCI-E x16 v3.0 but it is currently running on PCI-E x16 v1.1

how do I change this into v3.0?

When the GPU is idling, it'll run at a lower PCIe rate. It'll go back to PCIe 3.0 when you're running something on the GPU.

When the GPU is at load, it'll register as running at PCIe3.0 speeds. When the GPU is not at load, it registers as idling at PCIe1.1 speeds

 

Basically, any time you play a game or use a program that has GPU acceleration, it'll automatically be 3.0.
