Old Failed Toshiba, needs re-installation

I have an old Toshiba Satellite from like 2000. It came with Windows 7 and a couple years ago I got a hard drive error. I'm interested in reviving it as the hard drive now works, but it says boot manager is missing and I have no experience in re-installing Windows without a CD.

Are you sure you need Windows 7 and not Windows XP? Or perhaps Windows 2000/Me?

I don't know what year it is to be honest, but it had Windows 7 Home Premium and that's what the Windows Certificate of Authenticity says on the bottom.

Windows 7 only came out in 2009. But you can download a Windows 7 iso here (https://www.microsoft.com/en-us/software-download/windows7). Install it onto a flash drive. Boot your laptop off the flash drive and follow the on-screen instructions.

So apparently toshiba is nasty about this, and since Windows came pre-installed, they actually won't let me download the ISO. RIP.
