graphics card buzzing while under load

It is likely coil whine.

That fan could be broken. Is it oscillating when it is spinning any (like wobbling) or is it spinning straight like the one that doesn't make noise?

Id check to see if the fan is hitting any wires that got out of control inside the shroud
