Alright guys im about to start ordering my parts to build my first PC. Im pretty content on what im ordering but im debating on what to do as far as a OS drive....iv been debaating M.2 or SSD and need help deciding....

It looks awfully unbalanced... you've seemed to have prioritised looks over performance which isn't the way to go.

with a theme and a small budget i expected this, but my main thing im worried about is which storage device do i want to run my OS with

You'll be fine with a 2.5" SATA drive such as the Crucial MX300 or the Samsung 850 EVO. But you're spending way, way too much on the CPU cooler, motherboard, RAM and case when you could have a much, much better GPU.

again im pretty content with what iv chosen im looking for my things to have a theme and have AIO cooling, everything might look bad or sound bad now but it leaves me room to upgrade later AND can handle what i want to do for right now. i appreciate the input and im looking into swapping parts out from what yall have suggested but the main thing i was looking for help on was the SSD or M.2 for my OS storage
