Xeon x5650 or I5 ?

SO I just started upgrading my PC, current specs : 

CPU : q8400

GPU : GT 220
Motherboard : p5g41t-Lx 3
Ram : 4Gb 1333 MHz

PSU : codegen 350W

I started looking for a decent cpu and "future proof" (as some say :D ) specs so that's what I found,
Xeon x5650 on intel's x58 chipset for like 150 $ , (I just ordered gtx 950 evga FTW version.)

and keep in mind I am not for Canada or USA, I am from Republic of Georgia so 150$ for me is like 1,5 month worth of sallary :D so 
I want just budget PC, what should I do keep going on this path or wait, save some money and buy some kind of K haswell chip? 
and also what would I need for upgrade, like PSU, Ram and so on.

If you like overclocking the L5639 is like 50$ and is pretty nice
