M.2 drive at 100% usage... something wrong

This can't be right. Just sat here with Chrome open, downloading a Steam game (to a different drive), nothing else running, and my M.2 (Samsung 961 512GB) is at 100%. Can feel it too, as everything is sluggish. Its temperature according to Hardware Monitor is 48 degrees. Something definitely not right. 

 

Motherboard is Gigabyte Z170X Gaming 7 and 6700K, 32GB RAM.

System: Ryzen 7 5800X - Gigabyte X570 Aorus Master - Noctua D15S Chromax - 32GB 3600 RAM - EVGA Black 2080Ti

Well I had to reboot because my system basically froze up and I couldn't get access to anything. Back to normal now but I've no idea what caused this. Not the first time it happened either.

WEIRD this happend to me with my old pc never figured it out

I'm not sure if the drive is at fault, or it's a driver issue or something else. The only thing I did have running in the background (in addition to the Steam download) was Hardware Monitor, so unless that caused some sort of conflict? I just don't see what C: could have been doing to demand 100% though... makes no sense to me.

I'm convinced this is an issue relating to Steam, as that is the only time it seems to occur. But I don't have Steam installed on the M.2 drive, it's installed on a separate SSD and the game was downloading to that SSD. I can't figure out why that would impact usage on the M.2??
