I have a 4 year old pc and was planning on upgrading my GPU but I would also like other peoples opinions if it would be best to upgrade my gpu only or do a complete upgrade motherboard and all.

 

Current pc parts: 

Msi G45 gaming z87 motherboard

Intel i7 4770k

16Gb G.Skill X series ddr3 1600

EVGA GTX 780 SC

 

I was planning on just getting a GTX 1070 but I wanted to know if it would be a good idea to go ahead and upgrade the rest of it too.

4770k still kicks ass alongside a 1070. 

Don't bother upgrading, you would need new memory as well as mobo, and all that for a 1000 PassMark difference? Not worth it IMO. Just throw in a 1070 and watch as it is nearly as fast as 6700k/7700k + 1070

the system can game at 4k without much of a problem if he has a good gpu, intel has been sitting and doing nothing with the mainstream platform.

this. 6700k: 11k passmarks, 4790k more on average?
