Friends GPU is running at like 70C at idle. Cleaned it out and everything (70C is after the cleaning). I noticed the fans are insanely hard to move when it is unplugged and they have trouble starting.

Its a EVGA GTX 570 HD Doubleshot. Anyone know where I can buy replacement fans?

Had to put the fan speed at 100% to gert 41C at idle

Didn't sound like a fan issue. Isn't that an old card? I think it needs fresh thermal paste.if the best isn't transferring to the sink, fans don't matter much.

It did get new thermal paste. Its Arctic Silver

Newegg has some stuff, but I've never replaced a GPU fan, so not too sure about a standard way of attaching it to your current heatsink.
