They're used as loose general terms.

 

If a device supports a standard it will work with it. For example if your device supports USB 3.1 it will work with USB 3.1 devices. If your device supports a 8x PCIe connection on your 16x slot, then it will support up to 8 lanes. If it supports Kaby Lake and Skylake processors it will work with both. Etc.

 

If a device is compliant with a standard that means it supports it. A device that's USB 3.1 compliant follows the USB 3.1 standard but may or may not be certified. A device that's compliant with energy efficiency requirements means that it follows those regulations and obeys them.

I have no problem that the terminal is downgraded automatically to support your below optimum peripheral(physical). Does the support term refer to terminal that fit your peripheral physically and functionally(full advantage)?
