Likely going to need more details.

 

Is the IP addresses your port forwarding to on the same subnet as the pfsense LAN IP?

Can pfsense ping the destination computer?

Can the destination computer ping pfsense?

Is the default gateway on the destination computer set to pfsense?

Have you allowed the port on the destination computer? Windows Firewall/IP Tables etc

Is the ISP blocking that port?

Use wireshark to sniff the traffic on the destination computer to see if the traffic is getting to the server

Nope, you can make firewall rules for ports that aren't even in use. Use Windows Firewall with Advanced Security interface to do it, make more sense than the basic one. You can just turn the firewall off/change default action to allow to test if that is the issue before creating the rule.

Canyouseeme.org says port 25565 is blocked. "Reason: Connection Refused"

Disable the port forward and see if the error changes. Normally if a port isn't forwarded you'll get a connection timeout rather than connection refused. Not exactly sure what pfsense does/reports though since I don't use it.

My ISP suspicion alarm is starting to go off then, try testing with a different port that shouldn't be blocked by the ISP. Try port 80, 443, 22, 3389.

80 Works. 443 works. 22 doesn't. 3389 doesnt

Got a call back from one of the guys. They gave us a Static public IP and did a few other things.

Now I get 'Reason: Connection Timed Out" with or without it opened, so im guessing its something on my end now

Yep timeout is what you should get if it's something on your end.

Well, Minecraft is easier to port forward than some, I run a small one. For a trouble shooting step try disabling all firewalls and put your PC in the DMZ, if it works then you know it's network related, if it doesn't there must be something else.
