Would this be good for a server running plex, minecraft and grabbing files off it and downloading big files

It should work fine I know people who still use old Core 2 Duos and Core 2 Quads for that type of work infact my vinilla Minecraft server is runnig off a old 2.8ghz Core 2 Duo and have no lag issues what so ever

When I remote into the server (My friends) its a bit laggy. atm he is using an 2002 amd cpu, will this i3 stop some of the lag

An AMD CPU from 2002 would probably be an Athlon XP, which is fossilizing as we speak. Those were the days of single-core CPUs. An i3-540 is definitely a lot faster than that.

 

Edit: To be clear, I don't know if it will stop the lag you're seeing because I don't know if the cause of that lag is the CPU, but I can say this CPU is faster than one from 2002.

The i3 540 should be massively more powerful then a CPU from 2002 and it even beats out my current server I'm using to run Minecraft so it should do just fine as a CPU for a simple Plex/File server and Minecraft server. Here's a comparison of 3 CPUs of how the i3 540 compares to my server's Core 2 Duo E7400 and I also added a higher stock clocked Athlon XP because that was from around 2002 and the performance difference from my Core 2 Duo and the Athon XP is huge
