CPU Fan Problem?

I just got my computer repaired today, and when I turn it on the CPU fan does not move, every few seconds it attempts to move a few degrees and moves back again but it does not spin. What could be the problem / solution? I also have a fan controller and was wondering if it is possible that it is controlling the CPU fan like this?

 

CPU: AMD FX-8350

Motherboard: Gigabyte GA-970A-DS3P

CPU Fan: Cooler Master Hyper T2

Plug it in the Mobo and see. If not probably gonna have to get a new fan

Is the CPU fan supposed to run at every temperature / all the time? I also reset my BIOS awhile ago so is there a setting that could have been changed causing this?
