I'm running a zotac gtx 1060 mini, a i5 4460 and 8gb of ram running at 1600mhz but I am not getting near the performance of reviewers.When running Watch dogs 2 on high with specular reflections and anti-aliasing turned off I can't get a stable 60fps regularly dropping to the mid 40s and this the same for Rise of the Tomb Raider.I regularly get 100% disk usage but that doesn't seem to be the issue.I'm running on the latest drivers and I am using a 1080p monitor.The 1060 isn't underclocking itself nor is it too hot so I don't believe that is the issue either.Any Suggestions?

Maybe you are using the 3 GB GDDR5 model instead of the 6 and then looking at the 6 GB reviews? The 3 GB has 1152 CUDA cores vs the 6 GB having 1280.

Temps? GPU and CPU usage? 

Try rolling back drivers and see if that helps. Also check resolution scaling.

This during those games where you don't get the performance? It could actually be related.

 

Anyway for Watch Dogs 2 it is very demanding. You might have to tweak a bit more with settings. You are on very high settings? If yes the fps you mention seem to be around the average with fps drops and can be helped by lowering settings.

In real life there is basically no difference between 6gb and 3gb version, especially at 1080p.
I have both of these cards and even fire strike gave me basically no boost, was like 40 points gain.

Well 6gb and 3gb has a difference when it comes to gaming not benchmarking, am I right?

Synthetic gpu tests showed basically identical scores and every game i had run in past were making no difference with maybe 1-2 fps difference..

Overall they are very close to eachother in performance despite lesser shader units (on average within 3-5% fps limit). The issue is in general more that games use relative much of the available VRAM (often also because of mediocre implementation, shame on you developers). But as long that doesn't happen it is ok. But the reality is that you will run into this issue most likely already for certian games or in a year.

Create a mini partition , install an Os , update everything , download multiple versions of stable gpu drivers  ,  Run synthetics for each driver  and check the GPU score and then test in game with each driver , if the results were comparable (1-2%) difference then u are probably fine , what if the problem was from the game itself , u shouldnt forget about it .

 

If ur synthetic gpu score matches the reviewers at same settings then its fine , 

the i5 4460 is a very capable cpu for gaming and shouldnt bottleneck the 1060 at all
