Random Freezing

I've experiencing random freezing for months now and I have spent countless hours of researching and diagnosing  on this issue and still no fix. 

Problem :

My machine would randomly freeze for 1-5 mins randomly when browsing the internet or watching video. When gaming after a few hours it would randomly Blue screen.

Machine Specs 

Windows 10 pro 64 bit

CPU: AMD 8350 FX  (Stock no Overclock) 

Cooler Corsair H100i 

Motherboard: MSI - 990FXA-GD80 with latest Bios

RAM: 24GB at 1600 mhz

GPU : MSI GTX 1070

950W PSU 

 

CPU Temps ranges from 30 - 40C 

Motherboard - 40C - 45C

Things That I've tried. 

-reset browser settings and cleared cache 

-Dust out machine 

-Updated all drivers 

-Turned off Fast Boot in Windows 10  

-Turned off PCI -Link state 

- Ran Chkdsk  on drives  //no errors or bad sectors  

- Ran a MEMTEST  //passed, with no errors , ran test up to test #7 twice just in case

-reapplied thermal paste on CPU 

- Cleared CMOS and reset BIOS Settings to default // same issue 

- Update Bios to latest from manufacturer // no changed 

- wipe drive and install windows 7 // no luck still freezing 

- reinstalled windows 10 backup // since windows 10 wasn't an issue 

- installed Ubuntu 16.04 LTS on separate drive // still random freezing browsing 

- installed Beta Bios from MSI forums // no freezes for a couple of days now its back.

Could it be the Motherboard or the CPU that's going bad?
