So, i have a microphone for my desktop. And it has a lot of backround static. I dont want to use the static removal setting cause it makes you sound like a robot. I'm looking for a program that can output my voice only when i speak. kind of like discords situation, but for everything instead. Does anyone know what program to use.

What you're looking for is called a 'Gate', which lets all sound through when it is above a defined level and allows no sound through when below the level. There's no way to selectively allow your voice through without the background noise. There are hardware and software options, a quick googling brought up NoiseGator which may do what you want as you can output to a virtual device.

Alternatively, you could try to EQ out the background noise. Equalizer APO should work, you can set a low cut and what looks like a very refine-able parametric EQ. To get an idea of what frequencies the background noise is record a bit and then play it while looking at a real time analyser (i.e. JDFT). You should be able to remove a fair amount without drastically changing the sound of your voice.

i cant seem to get it to work outside of itself (noisegator)

I don't have experience with it, but I'll have a look and see if I can find a way.

(PS it's 5am and I'm on my way home to sleep, so i might not get back to you for a while.)

My apologies, I slept for 24 hours solid.

Download this virtual audio cable, install it, then run it. Set it to be a mic input.

In Noisegator set the input to be your mic and the output to be the virtual audio cable.

In 'recording devices' set the virtual audio cable to be the default device.
