Create public folder Web hosting

I am setting up a fast download site for my scrds servers. I have no idea on how to create a public folder in my web site directory. I am sure I need to permit access from somewhere, but am lost. Anyone know how to get a website to show a folder of files for people to download?

 

example lazyfastdl.com/fastdl

 

So anything in the folder fastdl can be downloaded
