Your screwed with that 25 watt power-limit.

 

There is no other cards to buy that are worth the price for the very very few extra frames you will gain. If you can place that system in a proper case, buy a new PSU and then upgrade the GPU.

 

Otherwise you are basically forced to watch that system slowly get out paced by even the most basic of games and become obsolete very quickly.

How is there a 25W limit? Power supplies must always provide a PCIe slot with 75W in total. In that case, XFX has a low profile RX460 in both 2 and 4GB variants. 

Because some  older SFF OEM PC's come with custom motherboards that only allow so much power (25 Watts usually) via PCI-e so as to have a tiny powersupply. Most of the power is used on the CPU as they are mostly intended for HTPC or light desktop use.
