see that big white plug sticking up from the mobo next to the RAM.  you need to connect that as it is the main power plug to the mobo and you comp wont turn on w/o it connected.

So I partially took apart my Dell XPS (8700?) To clean some dust out. Then I began putting it back together and all was good until I realized I took this yellow cable out and I have no idea where it goes. The other end is plugged next to the graphics card and I remember the other part being somewhere next to the Mobo. Maybe on it? But I don't see plug that could fit where I thought it would. Any ideas?

That's a SATA cable, one end goes to the motherboard, one to a hard drive

It looks to me like you are holding a sata-cable. It could plausibly connect to harddrives, solid-state drives, or Disc readers/writers.

Would it be the reason why the computer doesn't turn on? Also I already have this orange cable in for the hard drive.

you need one of those cables plugged into each hard drive.  and from your last picture you also need to connect the power cable to the drive which is right next to the yellow cable.  the cables are notched so you cant really plug them in wrong.  if the system has no power then you need to make sure the mobo power and cpu power cables are connected.

Yes. You need to plug in the second sata cable. One is power, and the other is data. You don't have the power cable plugged in.

OK, so you have Data going to the HDD, now you need power. Specifically SATA power. without it, the HDD will not spin, ergo the computer will not boot up.

Yes it is.

Now the yellow cable likely plugs into another HDD or the Opitcal drive (DVD drive / cupholder)

also, now you need to plu in the motherboard connector. It's located right next to your RAM, Large while connector. I think it says PWR.
