Apparently when it says that to achieve a frequency on a motherboard you need to overclock (O.C.) does it actually mean just changing the XMP settings? What is the XMP setting and what kind of ram is the best for DDR4 32gb? Please list suggested rams and whether you actually have to overclock to achieve speeds indicated on the motherboard. Thanks!

XMP is just loading overclock settings from the memory DIMMs. 

Get 2800/3000 Mhz RAM. (Thanks for enlightening me, @Energycore, @ARikozuM, @HKZeroFive)

Higher clocked memory helps by boosting minimum framerates and keeping frametimes low and stable.

XMP is the setting that automatically runs memory at its rated speed if said speed happens to be over 2133MHz (for LGA 2011-3 and 1151). You can overclock past that if you like but results will vary.

 

Do you want a Quad channel kit for X99? Or are you on Z170?

Any that match your board and have a lifetime warranty from a reputable source/maker.

 

XMP is a chip on the DDR module itself that will store settings form the factory for use on your motherboard. These settings are generally tested for and will work without issue.

No. You go to the BIOS and just enable XMP.

16 vs 15 I haven't seen be a difference. The ones with 17+ are a no-go though

CAS latency doesn't affect gaming as much since the calls to RAM are only one or two words in. Getting the lowest is still good since the latency improves, but there are CAS 16 kits with 16-18-17-17 showing the latency of each additional word.
