Budget camera for security

Hello everyone,

I need help finding a good but cheap, day and night (infrared), security camera my home. I want to setup just 1 camera at my front door to see who rings  the bell, 30 fps is a must. My budget is tight $60 will work? Can anyone help me out? Thank you!

 

Other thing, I'm so confused with:

 

PoE (don't know the difference)

Wireless cameras ( do they need internet ? my internet is so bad I want to be able to see the live video in my PC without internet) can the camera connect via WIFI to my router without internet? my PC have a wireless PCI-e card

IP Camera (don't know the difference)

 

if my father could see whats happening on the camera with his PC (without internet) that'd be awesome too
