Hardware, software or Windows issue?

My PC keeps freezing and event viewer only gives me this...

 

The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID
{8D8F4F83-3594-4F07-8369-FC3C3CAE4919}
 and APPID
{F72671A9-012C-4725-9D2F-2A4D32D65169}
 to the user NT AUTHORITY\SYSTEM SID (S-1-5-18) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.

 

I did once follow a guide to fix this issue but that did not help, I also did re-install windows multiple times. Latest attempt was without upgrading from 8/8.1 and the issue returns after the anniversary update for Windows 10, keep in mind the PC never crashes like this while in Ubuntu so I suspect it is not a hardware issue in any way shape or form but I could be wrong? Also is there ANY known software that can cause this issue to appear? If so please inform me...

1. Open Regedit.
2. Go to HKEY_Classes_Root\CLSID\*CLSID*.
Note: *CLSID* stand for the ID that appears in your event viewer error. In your case, it's {8D8F4F83-3594-4F07-8369-FC3C3CAE4919}.
3. Right click on it then select permission.
4. Click Advance and change the owner to administrator. Also click the box that will appear below the owner line.
5. Apply full control.
6. Close the tab then go to HKEY_LocalMachine\Software\Classes\AppID\*APPID*.
Note: *AppID* is the ID that appears in your event viewer. In your case it's {F72671A9-012C-4725-9D2F-2A4D32D65169}.
7. Right click on it then select permission.
8. Click Advance and change the owner to administrators.
9. Click the box that will appear below the owner line.
10. Click Apply and grant full control to Administrators.
11. Close all tabs and go to Administrative tool.
12. Open component services.
13. Click Computer, click my computer, then click DCOM.
14. Look for the corresponding service that appears on the error viewer.
15. Right click on it then click properties.
16. Click security tab then click Add User. Add SYSTEM then apply.
17. Tick the Activate local box.

I edited the steps to include the proper ID strings.

Here is some information that I got from this site.

It would appear that an Apple application was installed on these machines at some point and that it did not do a proper install.  The W10 upgrade exacerbated the issue due to missing security accounts after a W10 upgrade.  The fix is to give local administrators and System rights to the DCOM.  To do this you have to modify premissions on two registry keys and then change the DCOM premissions.  Pretty easy to do.

I believe it can be caused by any program that does not install properly which results in not having the proper permissions in the DCOM.

 

It wouldn't hurt to try using the exact steps in my post.

If it is a program will these steps still fix it or must I re-install all programs that it may be? o3o ((I guess I most do that with all programs that was installed on same date as I re-installed it))

I'm not entirely sure to be honest. If it gives you only the one AppID in Event Viewer for the crashes, then I assume it is only one program so going through it might fix it.

Damn, well I did mass-install programs shortly after I was done installing Windows so that could have caused it? Note I did not re-boot instantly after each program was done so...

Microsoft generally recommends to finish one install before starting another so perhaps that is a possible cause.

Well I cannot Regedit {F72671A9-012C-4725-9D2F-2A4D32D65169} but the first worked so what did I do wrong when it says access denied? o3o

I don't really know to be honest. Windows is weird with ownership sometimes.

Your motherboard is older right? Perhaps one of the drivers isn't playing well with Windows 10.

The MSI A78M-E45 V2 is newer than MSI 970 Gaming... o3o
