Xps 13 charging issues

I got a refurbed xps 13 from amazon. When plugged in it doesn't deplete the battery but it doesn't charge either. The charger shipped seperatly from the laptop. The laptop came shipped with 80% charge  so it makes me believe its a charger issue. What do you guys think?

Some of those Dells have some pretty sophisticated options and charging profiles in the BIOS.  I know my Latitude E6440 does, and surely the XPS would have substantially replicated those features.  Have you go into the BIOS/firmware and checked to ensure that you aren't on a particular mode for battery saving?
