Why is my computer doing this

When im playing games my cpu will pin at 100% but at a much slower speed than rated as an example when playing overwatch i get 30_35 fps min at 100% usage with 3.03 even though it can go to 4.0 Ghz and this is hindering the preformance alot and i dont know why if it helps i have an x4 860k at 4Ghz 750ti and 8Gb of ram

Someone will correct me if I'm wrong, but I think the max speed of your cpu is the turbo speed, which it can't do forever, and can't do on all cores.

what happens if you lower the resolution to 1024x768?

@LabRat same results i might be going through the bios tomorrow to see if i can fix anything

That can be it but i have had the game be able to run on a higher resolution before at 60 but now no matter what settings im at its only 35 if im lucky
