is windows live dead?

so i just downloaded GTA IV because it's on sale and i kind like it and wanting to messing around in game, the moment i tried to save the game, it tell me to sign in with windows live, i installed it, i sign in, then i must update it or i will be signed out and can't save my game, i click on yes then this happen, i've been looking on the internet how to fix it, yet i can't. is this something to do with my service.msc thing since i disabled superfecth and Wexplorer, but i've enable superfetch, thanks

I've only had bad experience with Windows Live. Had problems when playing DiRT 3 and was happy when they made the Complete Edition fully steam working with no Microsoft shit. When this happend I found out it was dead, but that's a while ago.

Yes it's a dead service, had this problem with red faction guerilla. Ended up emailing nordic games and was given a steam key (needed to verify purchase of the original game still)
