Hello, I am having a problem with my AMD R9 280x because I can't seem to change anything that involves power on the card, it's like it is locked. I have overclocked on it before, so I don't know what is going on!
For example, I want to change the stock 1600mhz memory clock to 1500mhz because this card has a tendency to artifact at those stock voltages, I move the slider, apply and.... NOTHING, the graph says its still running at 1600mhz.
GPU clock is currently running at 970mhz when asus advertises it at 1070mhz and even when I reset settings it resets to 1070mhz, but it STILL stays at 970.
I move the power bat to max, change core voltage, nothing seems to change!

Right now, I'm really not happy because I am running on an underclocked card to what was sold to me. Not even resetting settings changes anything!
Tried multiple overclocking softwares, none work, including the amd overdrive.

Any ideas on what might be going on?

I used amd overdrive and it didn't work, then I used afterburner and it didn't work either. the 280x does not have access to wattman, just 285.

EDIT: I also noticed that when AMD released the crimson update, for a day I was able to have my normal overclocks back, but the next day it was back to the same crap.
